Our Directors

POS Enterprises is a limited company and is steered by a Board of Directors, who are appointed by the Planning Officers Society. They are all chartered town planners. Directors are unpaid volunteers, who give their time to help support public planning services. They oversee the management of POS Enterprises as a company, and work with the General Manager to identify areas where new services or support should be offered to planning practitioners.

 

David Evans Chairman

David retired from local government in 2015 having been Director of Environment for West Dorset and Weymouth and Portland District Councils. Prior to this he worked for several local authorities in planning policy, development management and conservation. He is a former President of POS. David represented the Society on the CLG’s starter homes technical advisory group. He was responsible for West Dorset being awarded Beacon Council for the Quality of the Built Environment. He worked for 15 years on the Poundbury Urban Extension at Dorchester, and now advises local authorities on achieving design quality in major developments.

James Doe

James is Strategic Director for Place at Dacorum Borough Council in Hertfordshire. He is a Chartered Town Planner who has worked for local authorities in the East of England across a full range of planning services since 1987. In addition to responsibility for delivery Planning services at Dacorum, he is leading on the new Hemel Place Strategy which aims to drive transformational change across Hemel Hempstead including new town centre and canalside regeneration, major expansion through the Hemel Garden Communities programme and further regeneration at Maylands Business Park including the Hertfordshire Innovation Quarter, the County’s Enterprise Zone.

Peter Geraghty

Peter is Executive Director at Hertsmere Borough Council in the southeast of England, where he is responsible for a range of public services including planning. Peter has experience of working across all sectors – public, private and voluntary. His previous roles have included Director of Planning and Transport at Southend on Sea Borough Council, Chief Planning Officer for Brentwood Borough Council and Head of Planning and Conservation at Broadland District Council. Peter is also Chair of the Sustainable Growth Board for the Association of Directors of Environment, Economy, Planning and Transport.

Richard Morris

Richard is Chief Officer for Planning & Regulatory Services at Sevenoaks District Council, having previously been Head of Planning at Elmbridge in Surrey. He was recently President of the Society. He has always involved himself in extracurricular planning work, and with his background as a Director of the Planning Summer School he places enormous value on enhancing knowledge and understanding of planning. Richard is a great believer in talking to people to help explain often complex or bewildering situations. Outside of work he is a runner, swimmer and rugby coach.

Paul Seddon

Paul is a place making and heritage subject specialist. He has over 25 years’ experience across a number of Councils in the North West and East Midlands, with over half of this at senior officer level. He is a past President of the Society. He is Chief Planner at Nottingham City Council, where he has led the delivery of a successful, well regarded and award-winning Planning Directorate in the face of increasing financial challenges. The City Council is driving a development and regeneration programme to transform the city and deliver jobs and homes, and the role of planning in providing place leadership is central to this success.

Penelope Tollitt

Penelope is passionate about ensuring planning remains focused on outcomes - getting sustainable development on the ground, rather than obsessing with process. She was previously Head of Planning and Sustainability at Wycombe District Council, and now runs her own consultancy. Her background is in urban design, and she has also considerable experience of engaging the public in planning matters. Current key issues include getting an adopted local plan that delivers high quality place shaping, through the duty to co-operate without a 5 year land supply, and running a customer focused development management service.

Karen Shaw

Karen Shaw is Local Plans Manager at Nottingham City Council, and Secretary to the Planning Officers’ Society Spatial Planning Network. Karen is a Chartered Town Planner and has over 20 years’ experience working in the public and private sectors in planning. In her current role she is responsible for preparing the Local Plan for Nottingham City and working with the partner authorities in the Greater Nottingham area to develop a Spatial Plan covering the whole conurbation. Her experience has seen her involved in a broad range of complex and challenging planning issues covering plan preparation, housing, retail, heritage and site allocation matters.

Anneliese Hutchinson

Anneliese is a chartered town planner with nearly 30 years experience in local government. She started her planning career in London Borough of Hillingdon and returned to her native North East around 20 years ago. With a background in policy, development management and projects Anneliese currently works as the Service Director covering planning, transport, regulation and climate change at Gateshead Council. Outside of work Anneliese enjoys cycling and running.
